The Shenzhen Pingshan Comprehensive Bonded Zone is an upgrade of the original Shenzhen Export Processing Zone. Located in the Pingshan High-tech Zone, the bonded zone is also an extension of the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. Some of its areas are also included in the third-generation semiconductor and emerging industries cluster of Pingshan. As of the end of December 2022, the bonded zone has attracted multiple projects from China, the United States, Japan, France, Italy, Canada and Singapore to enter the processing area.

Unlike other comprehensive bonded zones that primarily focus on shipping services, supply chain logistics, international trade, and innovative finance, the Shenzhen Pingshan Comprehensive Bonded Zone also combines the district’s three dominant industries represented by “innovative medicine, intelligent vehicles and China-made chips.” The bonded zone aims to establish a biomedicine bonded R&D center, a global testing and repair center for ICT products, and an international distribution center for integrated circuits and electronic components. It also aims to provide producer services, promote the integrated development of industries and provide supporting services.

In addition to tax preferences, enterprises in the bonded area can operate with lower costs than in Hong Kong or in the downtown areas of Shenzhen. The warehousing and labor costs in the bonded zone are approximately one-fourth and one-third of Hong Kong, respectively. Compared to downtown Shenzhen, the warehousing and labor costs are approximately one-half and three-fifths, respectively.

The bonded zone has a total of 533,000 square meters of undeveloped construction land and 144,000 square meters of factory buildings that will be subject to urban renewal projects. In the future it will provide additional affluent industrial space, as its current 1.13 million square meters of industrial space will be increased to 2.7 million square meters.
